Former captain James Horwill and half-back Nic White were among the players left out of Australia's 31-man Rugby World Cup squad.

A veteran of 58 Tests, Horwill, 30, was the biggest surprise omission from the Wallabies squad that will take on England, Wales, Fiji and Uruguay in Pool A.

Horwill started in both Bledisloe Cup Tests against New Zealand, including the victory in Sydney.

Michael Cheika also opted against selecting Brumbies playmaker White in the squad announced at Sydney Airport on Friday.

Stephen Moore captains the Wallabies in what will be his third straight World Cup.

Australia have included 13 World Cup debutants and Cheika said it had been difficult to trim his squad to 31.

"Firstly, I would like to thank all of the players who have contributed to the Wallabies Rugby Championship and Bledisloe Cup campaigns this season," he said.

"We've become a really tight group and it was a very difficult process in picking only 31 players, but I know each player selected will travel to England with the full support of those team mates who won’t board the flight.

"Our primary focus throughout the Super Rugby competition, The Rugby Championship and Bledisloe Cup was to select a balanced squad between youth, experience and form and this squad certainly delivers on this.

"It's also important that we select a squad that will handle the tournament play and our draw in particular at the Rugby World Cup, as well as maintain a strong competition for places in the team."

Horwill and White were both among the 10 additional players named to work with the squad until their departure on September 13.

The Wallabies World Cup campaign kicks off on September 23 at Millennium Stadium in Cardiff, where they will take on Fiji in Pool A.
