Keogh bagged 12 goals for the Glory in the 2014/15 season but was forced out following the club's salary cap dramas.
Glory owner Tony Sage sees Keogh as the player to reinvigorate a flagging Perth side and is looking to sign him as a guest player for the remainder of the season according to the Daily Telegraph.
The FFA however has a different view, saying Keogh does not meet the criteria as a guest player - despite having achieved 30 caps for the Republic of Ireland.
It's believed Perth are close to signing Keogh to a two-year deal starting beginning at the start of the 2016/17 A-League season.
