The 34-year-old, who currently lives in the Middle Eastern country where he plays for Al Gharafa, has argued "fans will suffer" if they attend a World Cup in June and July in Qatar.
In excerpts of an interview with Doha Stadium Plus, published on the magazine's website, Bresciano declared he will only attend the 2022 World Cup if it is held in the country's winter months of December, January and February.
"As a player, it';s much better to play in January since temperatures can touch 45 degrees in June-July," the Australia international said.
"Footballers won't feel that heat because the stadiums will be air-conditioned. But the fans will suffer because they need to walk in and out of the hotels and stadiums.
"As a football fan, I definitely won't bring my family and make them suffer in the extreme hot weather."
While no quotes have been published online, Doha Stadium Plus also claim that Bresciano has hinted at a return to the A-League with Melbourne City when his contract with Al Gharafa expires at the end of the 2014-15 season in their print edition.
The former Parma and Palermo man has long been linked with a move to City with some speculation he would join John van 't Schip's squad for the upcoming campaign as the club's Australian marquee player.
Bresciano has been in the Middle East since August 2011, when he joined Al Nasr in the United Arab Emirates, and claimed he has really enjoyed Qatar since moving from the UAE in 2012.
"I'm in Qatar for more than two years now and have been enjoying my football," he said.
"Me, wife Renee and two daughters are very happy to be here. [My daughters are] studying at a school at Gharafa. In fact, we're enjoying our stay in this country.
"My kids love to visit the malls, while me and my wife hit the beaches during the weekends."
