The Phillies have signed free-agent right-hander Chad Billingsley, the team announced Thursday

The deal is for one year and $1.5 million plus performance bonuses, according to MLB.com.

Billingsley, 30, has spent his entire eight-year MLB career with the Dodgers, but missed last season rehabbing from 2013 Tommy John surgery. That injury limited him to two games and 12 innings in 2013. Billingsley had hoped to make a comeback last year but needed elbow surgery to repair a torn flexor tendon.

Billingsley is 81-61 in his career with a 3.65 ERA and 1.36 WHIP. He made the NL All-Star team in 2009.

Billingsley will switch uniform numbers, from the 58 he wore with the Dodgers to 38. Phillies closer Jonathan Papelbon wears 58, while former Phillies starter Kyle Kendrick wore 38.

To make room for Billingsley on the 40-man roster, the Phillies designated left-hander Cesar Jimenez for assignment.
